Update: Public Meeting 314 S. 46th Street
On 4 June 2019, the GCCA Zoning Committee held a public meeting at the Spruce Hill Community Center (257 S. 45th Street) regarding the proposed project at 314 S 46th Street (Good Shepherd Community Church). This meeting is legally required of GCCA as the coordinating RCO assigned by the City of Philadelphia as part of the applicant's appeal to the Zoning Board of Adjustment (ZBA).
74 members of the public signed in to the meeting, including congregants, near neighbors, residents within the boundaries of Garden Court, and people from other nearby neighborhoods with an interest in the proposal. Our committee believes that everybody is welcome to participate and that nobody's voice counts more or less than anybody else's.
Everybody received a ballot at the door and the opportunity to leave their email address to stay updated about the project or GCCA zoning issues more broadly. After a presentation from the applicant and about an hour of questions and comment from the public, a poll was administered using the ballots distributed.

While the meeting was full, the overwhelming majority of our neighbors were not there. The poll offers a snapshot of public opinion to the GCCA Zoning Committee as it deliberates whether to support, oppose, remain neutral, or apply any conditions.
As a community association that recognizes that there are often trade-offs to be made between equally valid individual interests, it is our role to step outside ourselves and represent the collective interests of all current and future neighbors. Once a decision is made, we will share it publicly and submit it to the ZBA with the results of the poll taken at the public meeting.
After its own public hearing and using its own criteria, the ZBA will independently determine whether to grant the applicant the requested variances.
